Guidelines for the “Late Shri M.L.SOOD Memorial Scholarship1. Name…The name of the scholarship will be “Late Shri M .L .Sood Memorial Scholarship”.2. The Donee Trust…Mahakoushal Shaheed Smarak Trust, Gol Bazar, Jabalpur is the Donee Trust for this Scholarship. The location and address of this Trust is as under :Mahakoushal Shaheed Smarak TrustShaheed Smarak BhawanPlot No. 190, 1104, Pt. Bhawani Prasad Tiwari Ward,Gole Bazar, Jabalpur M.P. Pin : 482002Phone : 0761 – 2401645, 40046953. Number of Scholarships…(a) The Scholarship will be given every year from 2010.(b) The Scholarship will be for the regular students of Bachelor of Engineering, preferably in Civil Engineering, of reputed colleges of Jabalpur area only. The Colleges selected for this are :(i) Hitkarini College of Engineering and Technology, Jabalpur(ii) Jabalpur Engineering College, Ranjhi, Jabalpur(iii) Gyan Ganga Institute of Science & Technology, Tilwara Road, Jabalpur(c) There will be three number of scholarships for the students of Bachelor of Engineering, preferably in Civil Engineering, from the under privileged sections of the society. A selected candidate will be given this Scholarship for three consecutive years starting from second year of his / her BE degree course, subject to his / her consistently better performance and fulfilling other eligibility conditions.4. Amount of Scholarships…(a) All the Scholarships mentioned here shall be in Indian Rupees (Rs.) payable either by account payee demand draft or by the account payee cheque.(b) The amount of Scholarship will be Rs.18,000/- per scholarship per year.(c) However, the Donee Trust, depending upon the total interest amount available, reserves the right to increase or decrease the above said amounts or number of Scholarships without any notice, from time to time.5. Eligibility…(a) The candidate should :(i) Be a resident of India; and(ii) Be a regular student of Bachelor of Engineering; and(iii) Be a regular student of any of the reputed Colleges, located in Jabalpur as specified in Para (3b) above, which is approved by the AICTE and Affiliated to Rajiv Gandhi Prodhyogiki Vishwavidhyalaya, Bhopal; and(iv) Have appeared in the examination conducted by the affiliated university i.e. RGPV Bhopal; and(v) Have passed the eligibility examination for the scholarship in first attempt. The eligibility examination for the Scholarship shall be the BE 1st semester main examination; and(vi) Bear a good moral character.(b) The candidates admitted through transfer course (TC) in BE Civil 3rd Semester will be eligible for the Scholarship during their third and fourth years of study, only, provided they fulfill other eligibility conditions. The eligibility examination for the Scholarship for such candidates shall be the BE 3rd semester main examination.(c) There will be no bar for the candidates for taking advantage of any other Scholarships from any other agency along with this Scholarship.(d) The selection of these candidates will be on qualitative basis. The Scholarship will be awarded to those deserving needy bright candidates who find it difficult to continue in their studies due to lack of availability of funds.(e) The selected candidates have to give consistently better performance and have to pass their examinations in first attempt, else the candidate will not be awarded for the Scholarship for the further period. However, in exceptional cases only one time exemption to this may be granted on the recommendation of the Selection Committee; and(f) The gross total income of parents of such candidates, from all sources, shall not be more than Rs.2,00,000/- (Rs. Two Lac only) per annum. An affidavit to this effect shall have to be submitted by the Candidate along with necessary certificate from Competent Authority; and(g) In granting these Scholarships the children of the following category will be given preference :(i) Widow(ii) Teacher(iii) Farmer(iv) Freedom Fighter; and(h) If a candidate is physically challenged, he / she will be given preference; and(i) In granting these Scholarships girl candidates will be given preference6. Application for Scholarship…(a) The application shows the willingness of the candidate for the acceptance of Scholarship. Thus, each of the eligible candidates should apply for the Scholarship in the prescribed application format.(b) The application forms for each year will be made available at the selected Colleges in the month of July-August or can also be obtained from website of HCET, Jabalpur www.hcet.hitkarini.com, or from the Department of Civil Engineering, HCET, Jabalpur during office hours.(c) The application for the grant of Scholarship / renewal will be accepted from 1st of August, each year. The last date for the submission of application for the Scholarship shall be the 30th of September each year or 30 days after the result of first semester examination, whichever is later. Also the last date for the submission of application for the renewal of Scholarship shall be 30th of September each year or 30 days after the even semester result, which ever is later.(d) Applications received after the due date will not be considered.(e) The candidate should enclose all the necessary documents, described in the application form, after due attestation by the competent authority. L. Sood Memorial Scholarship – for the year ……………”(h) The candidate can submit his / her application either by post or by-hand. However no claim for delay or lost application due to any reason will be accepted and all such applications may, summarily, be rejected.7. Administrative Management of the Scholarship…(a) The administrative management of the Scholarship will be done by the Department of Civil Engineering, Hitkarini College of Engineering and Technology, Hitkarini Hills, Dumna Airport Road, Tembhar, Jabalpur. All future correspondence may kindly be addressed to them.(b) The Department will maintain record of all the applications received for various years.(c) The Department will make all the necessary correspondence with the other institutes / eligible students or such persons, as required.v(d) The Department will maintain all the records of the names of students granted Scholarship for various years.(e) All these documents will be the property of the Donee Trust and the Donee Trust can inspect and call for these records as and when required.(f) The Donee Trust will provide for the administrative expenses to the Department of Civil Engineering, HCET, Jabalpur up to a maximum of 5% of the total Scholarship amount or Rs.7,500/- per year, whichever is less or the amount as approved by the Donee Trust from time to time.(g) The Donee Trust will at liberty to change the Administrative Management institute for this Scholarship.8. Scrutiny of the Application…(a) All the applications received will be scrutinized by a “Selection Committee”.(b) The “Selection Committee” will be constituted by the “Donee Trust”.(c) An application may be rejected due to any one or all of the following reasons :(i) The application received after due date; or(ii) The application is not signed by the applicant; or(iii) The application is not enclosed with necessary documents; or(iv) The application in which the enclosed necessary documents are not certified by the Competent Authority; or(v) The application is not filled completely; or(vi) Due to any other reason as the “Selection Committee” deems fit.9. Selection Committee…(a) There will a “Selection Committee” constituted by the Donee Trust.(b) The “Selection Committee” shall consist of at least five members as under :1.One Member from the Donee Trust nominated by the Chairman of the Donee Trust.Chairman2.Chief Coordinator for the Scholarship, nominated by the Chairman of the Donee Trust.Ex-officio Member – Secretary3.Chief Coordinator for the Scholarship, nominated by the Chairman of the Donee Trust.Members4.One Member, from the panel of two, each from the selected colleges, as representative of the Principal, nominated by the Chairman of the Donee Trust on recommendations of the Chairman/ Principal of that College.Members(c) Chairman, Member Secretary and any two of the members will form the quorum for the “Selection Committee”.(d) The “Selection Committee” shall have the following powers and duties :(i) The Selection Committee will scrutinize the applications received for scholarship; and(ii) The Selection Committee will record the reasons for rejection of any application; and(iii) The Selection Committee will interview the short listed deserving candidates to assess them; and(iv) The Selection Committee may, if required, visit the place of the short listed candidates to assess them; and(v) The Selection Committee will provide the final list of selected candidates for the Scholarship; and(vi) The Selection Committee will give clarification, interpretation or/and advise to the Donee Trust, in case of any dispute regarding any of the guidelines for the Scholarship.(vii) The Selection Committee, for only one of the three Scholarships may relax any or all of the eligibility conditions for the deserving needy bright candidate.(e) The duration of the membership of the Chairman and the members of the Selection Committee shall be two years from the date of appointment / nomination. However, the Chairman / Members of the Selection Committee shall continue to be the Chairman / Members, respectively, till the nomination of the new Chairman / Members.(f) The Chairman and the Members will not be paid for any honorarium for their services. However, their travel expenses or other expenses will be reimbursed by the Donee Trust at normal rates.10. Ceremony for Scholarship and Award…(a) The Scholarship will be given to the selected eligible candidates in a simple ceremony organized by the Donee Trust.(b) The date, time and venue for this ceremony shall be decided in consultation with the Donors by the Donee Trust.(c) No expenses, including travel expenses, shall be paid to the eligible candidates for attending this ceremony.(d) All the expenses for this ceremony shall be borne by the Donee Trust from the balance donation interest amount.(e) In general, the expenses for all the other items (such as advertisement, postage, banners, posters, award ceremony expenses, clerical expenses, travel expenses etc.) except that for the Scholarship by the Donee Trust including the Administering Management expenditure shall not be more than 15% of the gross interest amount of the donation for that year. However, the Donee Trust may change this sum under exception cases subject to approval by the Competent Authority of the Donee Trust.11. Any other matter…(a) For any other matter, not mentioned here and above, the Donee Trust may seek advice from the Selection Committee.(b) The Donee Trust will maintain all the accounts for Scholarship and shall get the accounts audited every year and shall comply with the Auditor’s Report.(c) For any other matter, not mentioned here and above, the decision of the Donee Trust will be the final and binding to all concern.12.
